Dr. Jose F. Pinto-Bazurco
Dr. Pinto-Bazurco is a distinguished lawyer specializing in International Environmental Law and Human Rights Law, with extensive expertise in climate change governance, biodiversity protection, and sustainable development. He advises governments and multilateral institutions on the negotiation and legal implementation of international agreements, having served both the Peruvian national government and the UNFCCC Secretariat in Bonn.
A seasoned negotiator, Dr. Pinto-Bazurco has actively contributed to major global frameworks including the Paris Agreement (as a member of its Implementation and Compliance Committee since 2022), the Escazú Agreement, UN plastics treaty negotiations, UN Oceans, and the Montreal Protocol. His work spans over 20 UN processes, from the IPCC and IPBES to the Basel Convention and International Whaling Commission.
He previously held roles as Lecturer at the University of Lima, Visiting Scholar at Columbia University’s Sabin Center for Climate Change Law, and Research Fellow at Freie Universität Berlin. His acclaimed publications include books on Peru’s legal responses to climate change and policy briefs for UN sustainable development initiatives.
Dr. Pinto-Bazurco holds a PhD in Public International Law (Germany), an LL.M. in Human Rights Law (Spain), and an LL.M. in European Law (Romania). Fluent in English, Spanish, and German, he regularly delivers keynote addresses for institutions like the American Society of International Law, Columbia University, and the UN Economic Commissions.
